The idea appeared in the `circuit 20 from Dr. Kreutz, local district leader, who felt that such a building would reduce unemployment and promote tourism, would provide a test location for the German car industry. The idea has received approval from the German Government, which provided the 15 million mark (DM) as the necessary funds for the project.
